For the formation of constituent assembly and then the new constitution for India, provincial elections were held in 1946. The election was also a referendum on the creation of Pakistan. Muslim majority provinces are given the right to chose whether they want to remain with India or need a separate state. All Muslim majority provinces, except NWFP, voted for the creation of a new state for them.
